○ ‘The Ordinance of Gyeonggi-do on Animal Protection’, announced and enforced from March 16  

○ Responsibilities of provincial governor and citizens, areas prohibiting the presence of aggressive dogs, management of feral cats, support for animal registration and rehoming of companion animals, and installation of playgrounds for companion dogs



  Gyeonggi-do is to enforce 「The Ordinance of Gyeonggi-do on Animal Protection」. This aims to promote the protection of animals and provide for their welfare, as well improve the general respect for life for provincial residents from the 16th. The ordinance reflects the full revision of 「The Ordinance of Gyeonggi-do on Animal Protection and Management」, an upper-level law. 「The Animal Protection Act」 has been revised many times and the consensus over animal protection has expanded, so that the province can carry out clearer and more efficient operation. As previous and current ordinances are combined, smoother and more universal animal protection will be ensured.


  The law lays out the responsibilities of the provincial governor and citizens for the protection of animals, the respect for life and the establishment of proper companion animal culture. Also, every five years, animal welfare plans shall be established at the level of Gyeonggi-do province. Also, there is the ‘TNR for feral cats’, which is a policy to trap, neuter and release stray cats to minimize social conflicts over feral cats and to ensure proper population size. Also, for stray cats that lose their habitats due to redevelopment, ‘the Matters Pertaining to Management of Stray Cats in Areas Subject to Reconstruction and Redevelopment’ was arranged within the ordinance for the proper establishment and implementation of relevant plans.


  To prevent damage from aggressive dogs, places subjected to prohibition of entry have been determined under the ordinance. Accordingly, aggressive dogs will not be allowed to enter nurseries, kindergartens, elementary schools, special education schools, senior welfare facilities, disabled people’s welfare facilities and children’s parks. An appropriate amount of money will be provided to each provincial resident who has adopted a lost or abandoned animal and who has taken part in animal registration for every animal, which is to promote ‘companion animals adoption culture’ and the ‘animal registration system’ effectively within the ordinance.




  Reduction of fees for animal registration has been extended. In addition to existing dogs helping disabled and stray animals, adopted or given, registration fees will be reduced for beneficiaries of national basic livelihood as well as when registering neutered animals and registering two or more animals. If a city, county or relevant institution builds up a ‘playground for companion animals’, support for each such case is included, which will greatly alleviate social conflicts over companion animals and facilitate appropriate companion animal culture. In addition, the designated maintenance periods at animal protection centers became longer, and support systems for animal protection and facilities have been laid out, so that related infrastructure works well.


  Seongsik Kim, Head of the Livestock and Forestry Bureau of Gyeonggi-do, said, “the revision of this ordinance has been arranged in line with the increase of interest and awareness of provincial residents in terms of animal welfare and protection”, and went on, “we will strive to make Gyeonggi-do a place where humans, animals and companion animal owners, and those who do not keep companion animals, to live happily together.
